If the learners are blocked, it is certainly because the configuration of the module (when exporting it from the external authoring software) was incorrectly executed.
Indeed, for a SCORM module to be able to be done and redone in the event of failure, its configuration must be: "PASSED / INCOMPLETE" and not: "passed / failed".
